Maybe some hope for these dogs

The last-minute intervention of a dog lovers’ group has ensured that a pack of embattled pit bulls won’t be destroyed – at least, not yet.
The pit bulls were seized in Vancouver earlier this month and are suspected to have been involved in a host of vicious attacks across the province over the past year.
The Surrey SPCA and City of Surrey – which had sought to destroy the animals – have agreed to allow an independent assessment to determine whether the dogs can be rehabilitated.

The matter was before Surrey Provincial Court Thursday with lawyer Kirk Tousaw representing a group of dog advocates who are seeking the assessment and offering to pay for it. He filed an application for an intervention on behalf of his client, Lauren Phillips, a concerned citizen who felt a destruction order was “wildly premature.”
“What we asked for today was an adjournment so there was some time to determine whether these dogs in fact pose a danger to the public or whether they could be rehabilitated,” Tousaw said outside the courtroom.

“Our hope is we can get an expert in and take a look at the dogs, see if they can be rehabilitated and if so place them in good homes so they don’t have to be killed.”
Four pit bulls were found in a van that Vancouver Police pulled over Aug. 11, a day after a Surrey man and his dog were attacked by a pack of five pit bulls whose owner fled with them afterward.

Vancouver Animal Control seized three adult pit bulls and one puppy from the van and subsequently transferred them to the Surrey SPCA where they were impounded. The city’s animal control officer Phil Greene subsequently requested the destruction of the dogs, alleging they were involved in eight attacks in the past year, six of which were said to have occurred in Surrey.

Greene alleges the four seized pit bulls are owned by Hal Douglas Harris, who was driving the van the VPD pulled over. According to Tousaw, one of the dogs is pregnant and may already have had puppies while in SPCA custody.
Two other dogs are puppies, he said, and the remaining pit bull – which Tousaw characterized as the “most vicious” of the bunch – has already been put down, with the consent of Harris and the City of Surrey.

Harris was in court Thursday, saying little throughout the proceedings. When he stepped out of court, he was served with legal papers by a City of Surrey lawyer that relate to three dog attacks in Surrey in April, June and August – 24 counts in all. A hearing date has been set for Sept. 25 to update the court on where the matter stands.

The trial date on the application to destroy the dogs is April 17, 2009, according to Tousaw.“My concern was the (SPCA’s) application contained conflicting facts,” Tousaw added. “There were a number of different dogs and breeds of dogs identified. It’s unclear to me whether the dogs that are sought to be executed are in fact the dogs that perpetrated the attacks.”

Is there any recent news on these dogs?
Have they been assessed?
Has the Owner been assessed and/or put down?
Are they in doggie jail, being fostered or...?

Has the owner of that off leash Eskimo dog that attacked these dogs been charged with failure to leash her ( now dead) dog?

If not,why not?
She`ll just do the same thing again if there are no consequences.

I hope she`s reading this because I`m sick of irresponsible owners of ALL dogs and yes that includes you!

From what we have heard, Yes! the dogs are going to be assessed one by one to see what their fate should be. However they as of yet have not been. One of the dogs has had babies 11 acutally and are being held at the SPCA for the time being. The male has been PTS with the permission of Mr.Harris the others are still in limbo waiting to see what happends.

The owner Mr. Harris is being charged with a number of bylaw violations and is going to court lets hope the Judge tosses the book at him.

As for the Eskimo dogs owner I doubt anything will be done about the fact that their dog was off leash. We hope that this experience will make them think twice about having their dog off leash but chances are it will not.

Thanks for the update.

Mr Harris should have had NO say in the Male dog and I hope some Lawyer pushes for a 5 Yr Ban on dog ownership for him and then doggie Ownership probationary period. He should have to prove that he is capable of being a responsible Owner of 1 dog.

It really is too bad if that other Owner hasn`t been charged.
If they lose another dog this way, they shouldn`t whine and cry to the Press.
It`s too bad that dog paid the ultimate price for their stupidity.

Well this does show that stupid irresponsible Owners own ALL kinds of dogs.

Does anyone know when Hal Harris is going to court?
As a victim,I would like to be there too.
My case was never mentioned in the papers or even filed as a police report, even though it was the second attack that same day!It was not considered a police matter because only my on leash dog was bitten not me.
Hal Harris and his dogs that have terrorized South Surrey were never by accident. He deliberately set up and created the enviromentfor his dogs to attack. They did not break away from him. They did not escape from his yard or car. They were deliberately brought to family oriented areas where the chance of running into someone walking their family pet was so great that it happened in fact over and over again. This man is a dangerous coward who needs to pay for his actions.
I now have a huge fear of pit bulls and its not fair to them or me.

We have not heard when his next court date is.

We could not agree more that Mr. Harris needs to be held responsible. It is very sad what happend to your dog, and i don't blame you given your situation that you would be weary of Pit Bull's but I also hope you know that there are MILLIONS of loving, friendly and amazing Pit Bulls with responsible, mindful, and caring owners who do not and have not ever had their dogs involved in any sort of incident. - HugABull tries very hard to highlight those dogs and owners through our work in this organization.

Mr. Harris has certainly done a lot of damage to this breed by his actions. I hope that you can overcome your fears beacuse like you said and you are right it is not fair to you or the dogs.

Thank you for posting your comment.

by request in court of the spca 2 of the three dogs were euthanized. Only one dog was spared her life.. they were good dogs, they just had a bad owner/start in life.. bad situation.. it's too bad we wasted the remaining two years of there lives by sticking them in the surrey spca:( So much for speaking for the animals
